  • Linking School Libraries and Literacy by Christina Clark
    Following two reviews into the governance and provision of public libraries, attention has increasingly shifted towards school library provision. Yet, the conversation has too often simply been a call for universal provision and for school libraries to be made statutory, rather than a considered examination of the qualitative issues that define the effectiveness of school library provision. To address these issues the National Literacy Trust and the Museum, Libraries and Archives Council launched the School Library Commission in January 2010. The commission took evidence from librarians, school staff and others with an interest in the outcomes of school libraries.

    This report identifies those factors which help to produce good libraries in primary and secondary schools. It emphasises the importance of: the commitment and support of head teachers; the appointment of specialist library staff; effective monitoring and evaluation; and coherent programmes for developing pupils’ information literacy.

  • Public Libraries and Literacy by Christina Clark and Lucy Hawkins
    This paper presents additional information from the National Literacy Trust 2009 survey of young people’s reading and writing. The online survey was conducted of 17,089 pupils aged 8 to 16 from 112 schools, conducted in November – December 2009, which consisted of 32 questions exploring young people’s background, reading and writing behaviour, perceived ability and attitudes. The survey included questions exploring school library use, in addition to the survey contained a few questions that explored public library use, which is the focus of this paper.
